The following information will assist in your transition to living in Harrington:

Your city utility bill is comprised of three types of charges:

Taxes
Property tax billing will be done annually on July 1st, or the first business day following. Discounts are reviewed annually by City Council and may be available. The City of Harrington receives all property tax information from Kent County.
At this time, the residential assessments are adopted from Kent County with a billing rate of 0.2217/$100 of assessed value. The current commercial tax rate is 0.385/$100 of assessed value. For more information, please see Chapter 180, Municipal Fees, of the Code of the City of Harrington for the current fee schedule.
If you feel as if your property tax bill is incorrect, please contact the City Clerk by email or at 302-398-3530 immediately after receiving your bill.
All City bills can be paid online, over the phone, in person at town hall, through the mail slot in the front door of city hall, or mailed. Please see our How Do I page for more information.
Trash / Recycling Guidelines
Carts may be placed at the curb after 3 pm the day before your pickup and should be removed by midnight the day of pickup. For a calendar of pickup dates, click here.
Carts must be stored in the rear or side setback of your property where they are not easily visible from the street
Carts that are left on the street cause problems with parking and visibility, and are unsightly
All trash must be placed inside the cart
Recycling does not need to be bagged inside the cart

Yard Waste Guidelines
No yard waste is permitted in city trash carts
Yard Waste for residence of Harrington can be taken to the city yard on Franklin Street on Wednesday’s starting in the spring and continuing every Wednesday through the fall.
Cannot be bagged curbside
Please sweep up grass after mowing and place it in your yard waste container, (or compost bin, if you have one). Grass clippings on the street are hazardous and can clog the storm drains.
Public Safety
The City of Harrington is protected by the Harrington Police Department, Harrington Fire Company, Inc., and the Harington Fire Company Inc, EMS . These departments provide invaluable services to the community and offer a multitude of opportunities for citizens. Please visit their corresponding pages for more information.
Other Good Things to Know
Please abide by the “No Parking” signs.
City parking is directional with the flow of traffic; please do not park facing traffic.
Snow Removal: Residents are responsible for snow removal on sidewalks.
Please shovel snow within 24 hours to reduce ice buildup and to keep walkways safe.
Vehicles and trailers of all types must be tagged with current registration or they may be towed at the owner’s expense.
This includes those on private property.
Campers/RVs and trailers may not be left on the street for more than 72 hours unless you have a permit from the town.
Before installing a pool, fence, shed, or other structures on your property, please call 302-398-3530 to inquire about a permit and for guidelines.
Keep in mind that filling a pool will increase your town water charges.
