Downtown Development District

On August 10, 2016, Governor Jack Markell announced the City of Harrington’s designation as a Downtown Development District (DDD). 

The City has changed the boundaries of the district over the years as areas were added and delated because of growth an needs of the property owners.

The city received the renewal of the DDD program in 2026. The renewal plan can be found below.

Qualified investors in the designated District will be eligible for a variety of incentives from the State of Delaware, Kent County, and the City of Harrington. Grant rebates of up to 20% of construction costs from the State of Delaware for qualifying projects over $15,000 are available, along with other State incentives. The County will match a portion of the State’s rebate, and the City is offering a variety of incentives relating to fee reductions and waivers, property tax reductions, and impact fee reductions. Currently this program is not funded by the County.
