Rules & Policies
Park Rules
- No person shall cut, break, move, take or otherwise injure, destroy, or deface any trees, shrubs, plants, turf, rock, or any building, fence, sign, or other structure, nor shall any person dump any earth, rubbish, or other substance or material in or upon any park without written permission of the department of parks and recreation.
- All pets must be kept on a leash at all times. No exceptions.
- No person shall make or kindle any open fire
- All weapons, including knifes, are strictly prohibited. Violators off this policy will be arrested and subsequently barred from all future functions on any city park property.
- Use of all Harrington Parks & Recreation facilities are at your own risk. The city accepts no liability for illness or injury from any activities.
- The sale, consumption, or possession of intoxicating liquors or beverages and dangerous or narcotic drugs, or gambling of any kind is prohibited in the park.
- No persons are permitted in any park during the hours of darkness, except in those areas designated for extended use activities by the City, or unless written permission is obtained from the department of parks and recreation for after-dark programs.
- Amplified Music is not permitted.
- No entertainment, demonstration, exhibition, or tournament shall be given in any park except under the supervision of the department of parks and recreation or with the written permission of the department of parks and recreation.
- All persons are forbidden to use threatening, abusive, insulting, or indecent language, or commit any obscene or indecent act or to fight in the park.
- The city manager, or his designee, may temporarily close or curtail activities upon any lands, or any portions thereof, when it has been deemed necessary to be in the best interest of public safety, conduct, health, or order.
- No person shall ride in or drive any motor vehicle which is self-propelled upon any parkland. No one shall test or repair any vehicle or mechanical device in any park. There shall be no parking at any time except in areas designated for such purposes. Parking in parking lots is limited to users of the parks and during the hours of operation. Violators will be towed at their own expense.
- No person shall, without written permission of the department of parks and recreation, erect, paint, paste, or otherwise affix or distribute any signs, advertisements, or circulars on park property. The solicitation of funds or donations within any park is forbidden except upon written permission of the department of parks and recreation. No person shall expose or offer for sale any article or thing, nor shall any person station or place any stand, cart, or vehicle for the transportation, sale or display of any such article or thing in any park without written permission of the department of parks and recreation.
- Park visitors are required to remove all trash they bring into the parks. Carry in/carry out policy.
- Dogs and other pets are permitted during normal operating hours. The owner is responsible for their pets behavior at all times. All pets must be on a leash. You must clean up after your pet! Remember to “Scoop the Poop!”
- All of the aforementioned rules requiring written permission require that such permits must be carried and produced upon demand. See the Events Permit page for more information on events that require a permit.
- The City of Harrington Police and the employees of the department of parks and recreation are authorized to enforce these rules and regulations and to prosecute violators thereof.
Policies
Spectator Policy
Spectators should realize that they represent our community and they have an obligation to be a true sportsman or sportswoman and to encourage through their behavior the practice of good sportsmanship by others. Spectators should recognize that good sportsmanship is more important than victory by approving and applauding good team play, individual skill, and outstanding examples of sportsmanship and fair play exhibited by all participants. Spectators shall respect the judgement and integrity of the officials, recognizing that their decisions are based upon game conditions as they observe them. Spectators shall be modest in victory and gracious in defeat. Spectators shall refrain from participating in or encouraging the acts of bullying, hazing, and taunting. Profanity, vulgarity, obscene gestures, abusive language, or derogatory remarks will not be tolerated. Throwing objects will not be tolerated. Going onto the playing surface and interrupting play will not be tolerated. Use of alcohol or other controlled substances will not be permitted. Anyone in violation of our policies will be asked to leave the premises.
Refund Policy
Participants wishing to withdraw from a program must do so at least two full business weeks (Monday-Friday) before the start of the program in order to receive a refund. Refunds are also granted when Parks & Recreation cancels a class due to low enrollment. Partial refunds after the start of the program are considered if injury or serious illness occurs. In such cases, a physician’s verification may be required. All refunds requested by the registrant that are granted are assessed a $5 administrative fee. Cancelations initiated by Harrington Parks & Recreation will not be assessed the $5 administrative fee. Refund checks can take up to three weeks to process.
Photo Policy
Photographs and videos are occasionally taken of participants while they are in programs, special events, city facilities or enjoying parks. Please be aware that these photos may be published by the City of Harrington.
Returned Checks
A $35.00 fee will be charged for checks returned for non-payment.
Corrections and Updates
We make every effort to ensure our brochure is free from errors, however sometimes errors or revisions in program details do occur. We appreciate your understanding when this occurs.
Discipline Policy
We will make every effort to counsel or discipline any behavior issues that may occur. In the event that a participant is removed from a program, no refund will be issued. Spectators may be removed at anytime from any HPR event or property for not complying with the above spectator rules.
Don’t miss out!!
Please do not wait until the day before or the day of the start of our programs to register. Program decisions are made about a week before the program is scheduled to start. Help keep programs going by registering early. Remember we are scheduling program facilities, hiring instructors and ordering equipment, we cannot wait until the day of the program to make these decisions. We appreciate your consideration.
Registration Confirmation
Confirmation will not be sent. You will only be notified if there is a problem processing your registration. If the program is cancelled, you will be notified. Please make note of the program start dates, location and times. Coaches will reach out about individual/team practice and game times.
Donation Opportunities
Give a gift of community. Harrington Parks & Recreation welcomes donations of any amount. Donations can be for the general support of Parks & Recreation or specified for certain programs or areas. For more information, please call the office at 302-398-7975.
Recruiting Volunteers
We are always looking for volunteers to work with the Harrington Parks & Recreation Department. We have a wide variety of volunteer opportunities available, including: Special Events like the Community Egg Hunt, Heritage Day Festival, Halloween Spook in the Park, Christmas in Harrington events, coaching one of our sports teams, etc. Please contact the Parks & Rec office at 302-398-7975if you are interested.
